Paint for radiant heat

Q. What do you recommend for painting a concrete floor with radiant heat? Is this a possibility? Is there a special paint/process I should follow? Should I seal it first?

We live in Northern Minnesota, just built a new house and put radiant heat in the basement floor. I would like to paint the floor in the kid's playroom to liven it up a bit. Would you recommend painting? If so, can you please let me know what steps I should take in order to do so (i.e. clean, seal, paint, seal again) as well as what brand of paint would be the best to use in this case?
